Question: What makes a cartoon/video game character lovable, whacky, and memorable?

I'm doing a project and I need to know from people what makes a great and whacky character.I know there are many examples, but I need some decent criteria before I began making sketches.

Appearance - needs to be whacky and bubbly Voices/ sounds - needs to be constant, random and funny Place in time - needs to be random, but usually there There also needs to be a bit of humour in there too.
